Charlies, this is how Indianhead Council has operated since I've been an
Adult Leader (1978). While it may be a pain, it really is important. With
all the things that can happen to a scouting unit out on any outing (one
mile or 1000 miles from home), that total Tour Permit task adds that one
additional check to make sure you have everything planned and someone
outside the unit can see it. Also remember, the information on the Tour
Permit is only as good as the information someone puts on it. Hopefully,
all Tour Permits are filled out correctly, completely, and honestly. This
comes into question about the Tour Permit that the scouting group that got
stuck up on the mountains in Castades(sp?) this past July.
