hazing and '98 Guide to Safe Scouting

Haven't seen the new Guide yet, but hope to pick it up this weekend.
I also hope somewhere within the Guide it says more than the above on
the subject. Otherwise, I must disagree that the new guide settles
anything. The quoted sentence is, in my personal view, so broad and
mamby pamby that it doesn't even appear to be a functional prohibition.
Ok, "all forms" of hazing, etc. are prohibited, but:
Is XYZ considered hazing or not. I know I have seen
some strong opinions on this list on what is/is not
Is WXY a prohibited "initiation", or instead a
traditional ceremony or welcome, e.g., flipping
Bobcats, snipe hunts, go find a sky hook, etc., to
name but a few matters discussed here in the last two
months. I know where I come down on these subjects,
but I also know there are vastly differing views to
Is requiring EFG engaging in ridicule and/or
inappropriate teasing or is it simply a fun tradition
and/or something that teaches a valuable life lesson.
Opinions here have run the full spectrum on singing
for lost items, etc.
By the by, other than heckling Cub Roundtable
Commissioners, which those I know, including moi,
actually enjoy, I have to wonder what would be
considered permissible "appropriate" teasing as
opposed to prohibited "inappropriate" teasing.
Finally, to say PQR is prohibited but then say
"and should not be allowed" is not much of a
prohibitor in my mind. Shall not and should not
are very different phrases to me, but then, as a
Scouter who uses his spare time to practice law,
I've been accused of being picky from time to time.
