I think the question is not can a scout do it but can it be done? Over the
past 27 years I have counseled scouts on many merit badges an I cannot think
of many of those that could be done over the internet as the requiremrnts
stand. Of the badges that I have counseled, you could not do Camping,
Cooking, Cycling, Canoeing, Backpacking, Whitewater, Coin Collecting, Stamp
Collecting, Electricity, Signaling, Electronics, Radio, Wilderness Suvival,
and Poineering. I will stiplate that computers can be done over the
internet but I challenge any to figure out how to do the English gate test
on a keyboard.
