If a scoutmaster truly believes that all scouts who have met the OA
requirements for eligibility should be elected, he may express that to
his scouts and encourage them to vote that way. Under the new election
rules, scouts may vote for all who are listed on the ballot and all
scouts named on 50% of the ballots are elected. I am not advocating this
as a rule in all cases, but it is an option for scoutmasters who are
concerned about boys not getting elected.
