You are right on the mark.

When the Eagle Application is turned in to the Council Office, The
Registrar and Advancement Committee will look at the DATES for Star and
Life on the Eagle Application, and check that AS OF THOSE DATES he met
the requirements for those ranks.
So, if he has Star and/or Life by 1/1/99, Safety will count toward
Requirement 3 for either rank, and Hiking and Cycling will not.
If a boy earns Hiking and/or Cycling between now and 1/1/99 (or already
has either or both) it/they WILL count toward Star/Life advancement at
Boards of Review after 1/1/99, but not before then.
A similar rule applied when Family Life changed from optional to
required. It couldn't count for Star or Life required badge at Boards
of Review before the date it became required for Eagle, but did count at
Boards of Review after that date.
The Scout MUST list all MB's used for those ranks on the Application to
avoid any disputes. This is similar to the current rule where Sports
and Swimming can both count toward the Required badge portion of Req. 3
for Star & Life, but only one can be used for the required badge portion
of req. 3 for Eagle. If they were both used for Star/Life, and if
Sports is used as the required badge for Eagle, Swimming MUST appear as
one of the Optional badges.
