I had a boy like this in my troop(the SPL none the less). He was told
that that was not acceptable and if he came again like that he would be
used for knot tying practice. He came with the same pants again and I
took one of my ropes, threaded it through the belt loops and 'practiced'
the square knot in front. He was not allowed to undo the knot until the
meeting was over. He never wore them again. Dragging an extra 45 feet of
rope around the room quickly became boring.
