I have been a UC or ADC in several Districts within a couple of
Councils during the last 12 years. What I have generally observed is
that the Districts with the best programs have the larger numbers of
Commissioners. In Districts with fair to mediocre programs,
Commissioner staffs have been very slim. Just an observation.
Also, in one of the best Districts I have known, the Commissioners
decided they wanted (and purchased themselves) WHITE baseball caps with
the District patch. You could pick out the Commissioners anywhere; they
were the good guys in the white hats!
