I've personally never heard of a troop policy concerning the changing of
patrol names. In the Scoutmaster Handbook, it tells about how a patrol
name can live for years (and indeed the patrols in my troop are still
the same - Indians and Eagles).
That being said, however, if the patrol members wish to change their
name, I see no harm in it. After all, it is just a name by which the
patrol identifies themselves. It might be a wise idea to require a
super-majority (75% or so) of the boys to ensure that the name doesn't
change every couple of months.
