Well, I'm certainly confused. When I was a Scout in the '70s (back when
we had Skill Awards and you needed a Merit Badge for Tenderfoot), there
WAS a "time in grade" requirement in the lower ranks. It's been a while
and I don't have my old Scout Handbook nearby, but I seem to remember it
was two or three months. As I understand it, this requirement was
dropped in an attempt to foster retention. What would be their
rationale for bringing it back?
