The requirement that prohibits the Eagle from receiving palms at the
same time as his Eagle is the first one.
1. Be active in your troop and patrol for at least 3 months after
becoming an Eagle Scout or after award of last palm.
If you send in an application for a palm at the same time as the Eagle
application, yes, it will be turned down. National does mean that you
have to be *active* for three months after you receive your Eagle. The
MB's do _not_ have to be earned _after_ passing the Eagle BOR.
#4 that deals with the merit badges even has an *. That says - *Merit
badges earned any time since becoming a Boy Scout may be used to meet
An Eagle with 33 MB's could get his Bronze Palm 3 months after the date
of his Eagle BOR. He could get his Gold Palm 6 months after the date of
his Eagle BOR.
Soooo - sounds like your troop has to get busy and award some palms!
And I'm pretty sure I'll be the zillionth to correct this.
