For many items, Quality District, Quality Council and professional
performance ratings, a major crieria is growth in the number and size
of units. So, no one, district comittee, council board, commisioner
staff or professional wants to see a unit drop. And of course, a
merger is a net drop on one unit. BUT the other side of the coin is
that if two would fail without the merger, that is worse.
If there is a valid reason for the merger, then there is. But no one
is going to be happy about it. On the other hand if it saves the
program for the boys, then it should happen. Membership committees,
professionals and commissioner staff simply have to work harder to
create other units.
