Using the troop organization plan is certainly a good idea, but I can't
agree with selecting an SPL and ASPLs immediately. Yes, the SPL is a very
important part of the organization of a troop, but not as important as the
patrol itself. Effective organization can be gradually implemented if you
start by showing the Scouts how to work as a patrol. For an SPL to be
effective, he has to have at least some idea how a patrol works, and a Scout
who has recently graduated from Webelos may not have that knowledge.
Further, with an inexperienced Scout as SPL, the SM would still end up doing
much of the work as the Scout learns his job and learns to be able to handle
the many responsibilities of SPL.
