Once when I was COR, I had a similar problem. The
former Scoutmaster had all the statements and
the checkbook (don't even get me started on that).
He had left the Troop on bitter terms. It was
unfortunate but necessary.
After requests for the checks and records yielded
no checks or records, we sent him a copy of the
letter we delivered to the bank (signed by the IH)
removing him as a signer on the account, ordering new
checks, and the old statements.
The case could have been made that he improperly spent
some of the funds, but we let it go. We started
over, and placed greater controls on account access.
The solution worked.
A year or so later, he and his son returned
to the Troop. He was still mad at me. "All you
had to do was ask for the records and checks, an I
would have given them to you." A quote. I'm
not sure what he thought I was doing when I came by
his home to pick up said items, which he was 'unable'
to produce. I let that go with a smile and an
apology. Why not apologize, I was glad to have
them back, and it would have served no good purpose
to call him on it.
