While I agree with most of what you wrote, when a lawsuit is entered,
the BSA is always included, and National can and does spend millions
paying to settle these suits.
While honest attempts may be made to get the chartering organizations to
take the responsiblity of leadership quality, ultimately that
responsibility falls on the BSA.
