National Bulletin - Selecting Leaders

Can someone shed some light on these new regulations. All I got was a ton
of questions when I read them.
I do find this confusing. If you are hiring a new scoutmaster, and your
list includes already registered ASMs with Wood Badge training, do they have
to go through the Fast Start as soon as they are appointed Scoutmaster?
Since they would be a new scoutmaster, the rules seem to require that.
Or does this apply only to *new* leaders, not leaders changing positions?
After all they have the leaders filling our a membership appliction. So if
an ASM is being promoted, do any of theses steps need to be done, or do you
just skip that one step?
If a new scouts father asks to be an ASM, do you have to go through all of
the steps? Or can you skip steps 1 and 2 in this case?
Does step 1 need to be done each time a new leader is needed?
If you have a small troop with only 4 leaders now (including the committee)
who is on the steering committee?
What is the intent of the rules? To change the recuting practices of the
organization? To get more training? To get the council involved in the
process each time an appointment is made?
