The question mark at the end explains my understanding. In other words, I
have no clue why the position is shown as a Council position. I point out
that Physician and Chartered Organization Representative are also shown as
Council positions. As to the latter, it means that a COR has a vote at
Council meetings. I doubt if Physician and Chaplain have a vote, so I am
somewhat lost as to the significance of the concept, except that it does mean
that a Chaplain can wear Silver shoulder loops.
