Unless you are prepared to pay a lot of money in service charges, banks
will not check for two signatures. Every unit accout I've personally
known of is set up with two signatures needed as UNIT policy, not bank
or district or BSA policy. The bank won't care how many people sign a
check unless you pay them to care. ;D
As someone who was part of a unit that was robbed by our treasurer, two
signatures will not matter in the least when the theif simply forges
both of them. It's common sense to have two signatures to reduce the
likelyhood of theft, but what will really keep that from happening is
two or three sets of eyes actually looking at the bank statement.
