As a DE, I highly suggest the use of two signatures on the check.
There are numerous situations where someone gets mad at someone else and
starts accusing them of misappropriation of funds. This has happened
recently in one of the packs in the district I serve. Luckly they
required two signatures on their checks (four people had authorization to
sign). The alleged funds where tracked down and the checks showed two
signatures. This allowed the other person to explain the reason for the
purchase and nip the arguement in the bud.
Our council requires two signatures on every check for the same reason.
As far as the bank fees, find another bank. Some bank president in the
area is a former scout and would love to offer your unit a free account.
It has yet to fail (now that I say that, it will).
Ultimately, it is a decision left to the unit committee and chartering
partner. I think it is wise to protect yourself and get two signatures.
