The book is intended to be a tool. After the requirements there is a
lot of good information. But ownership of the book is never a
Many troops have book libraries. Many Scouters buy the requirements
book which they share with the boys ( I did that when I was an SM and
ASM. ) Both are common and acceptible as far as I know.
So, the short answer is that there should not be a problem. Now what
happens when an individual boy sees an individual counselor? I don't
think there would be a problem but I have been wrong before. As has
been demonstrated here several times, adding "requirements" is the
besetting sin of Scouters.
