In your diagram it appears that there are 3 flags, in which case the American
would go in the center.
If the "road" is a driveway or private type entrance (such as a circular drive
many High Schools have), you would treat it as if it was not there, with the
intent of the designer that everything face outward of the property.
If it is a true road, and it's intent is to face the building, treat it as a separate
property without consideration of the building.
