Junior Leadership Camp

Being new at this SM stuff (2 1/2 years) I'd like the opinion of the
Our council, like many others, runs a week long junior leadership
camp. Ours is called White Stag. It has become so popular that this
year there will be both a June and an August course. How do troops
get boys to attend this course? Do you pay some or all of their fee?
The cost is $125. There is a 50% discount if a Scouter from the same
troop is attending Wood Badge that same year. Last year, my troop
sent a boy to White Stag for the first time. The troop paid his fee
after soliciting interested Scouts and selecting the best candidate.
I figure it's an investment with big payback for the troop and the boy.
After the course he was elected SPL and has been the best one I've
had in the 2 1/2 years I've been SM. This year the troop paid for two
boys to go. I figure that between the price and giving up another
week of their summer, most boys would not volunteer to attend this
course. My only concern is that with the troop paying for one or two
boys to go each year it would further discourage any boy from
going on his own. What do other troops do?
