Well, I thought that I could get by without contributing to this
thread, but I just can't resist it! <g>
If this position were the "correct" one, all of the summer camp
programs in the country would have to remove the Camping merit
badge from their program!
The first requirement for Emergency Preparedness is "Earn the =
First Aid Merit Badge". Would any of us say that a boy couldn't
earn Emergency Preparedness because he earned First Aid before
calling the E.P. counselor?
If a specific order of requirements is desired, it is spelled
out in the requirements themselves (for example, for Lifesaving
requirement 1 says "Before doing requirements 2-15, earn swimming
merit badge and swim 400 yds.").
I believe that some of the "vagueness" exists on purpose to give
the MB counselors some flexibility to handle individual
My *PERSONAL* limit is that I will only consider activities
that occurred while the youth was a boy scout. I would not
sign off a requirement for something that was done as a cub
scout, or before the boy joined a troop. If a scout can satisfy
me that he really met the requirement while a scout, I ok it.
I don't say you have to do it all after you've talked to me.
Of course, I encourage all scouts to follow the guideline and
always talk to the counselor first. Otherwise, they may find
that they misunderstood a requirement. Also, this "starts the
clock" on the badge, so that if requirements change (as happened
with personal management and environmental science this past
year, for example), they don't find themselves in the position
of having to start all over because they did the old
