Back when I was SPl, rather than play cards, (NOT EVEN ALLOWED)
when we first got to camp, I asked each scout to open his handbook,
and list 10 skills, (requirements) that he wanted to get signed
off while at camp, 3 merit badges, and list some "free" time
activity that they would like to try.
Some times I would try to ask maybe the SM or ASM to demo
some camp replated skills. Like how to properly tie a hook
and rig a fishing pole. Or how to splice rope.
We also then asked each patroll leader to make a list of
camp "improvement" and camp gagets (dish drying racks etc.)
that would be patroll projects etc.
How about asking for a list of skills that each scout
could learn, so he could teach it, maybe after dinner
or arround a campfire in troop site?
Or find out some camp and scouting trivia, and have a
contest. Try to get some prizes, like a something
from the trading post etc.
Only scouts that are boored will want to play card games
that they could play at home. Have each patroll set up
a compass / oreienteering / scavenger hunt etc.
