I believe the answer for both your questions is the same.
Many merit badge counselors are not at the location where
activities are completed. When I was working with Scouts on
Environmental Science, I didn't go out with them when they
spent their eight hours observing their nature areas. I just
read their reports and discussed their observstions with
Have the Scouts choose their merit badges. Ask the parents
to register as merit badge counselors for your troop in your
district (even the one who resides in NY). Then assign the
parents as the Scouts' merit badge counselors. Alternatively,
you can assign one of the regular local counselors and simply
ask them to confer with the parents as required.
As for the one Scout being active with another troop, I see
no problem with that. Registering with the other troop is
probably a good idea but optional I would think.
