How about trying to recruit retirees-people who were involved in Scouting as
youths and now want to give something back? Scouter Magazine had an article
awhile back about that, and their success in recruiting retirees. Do you have
any large companies in your area? More and more companies are (supposedly)
realizing the impact of their employees getting involved in youth programs,.
Off-duty police officers? They have a vested interest in seeing these youths
involved in a gang like Scouting rather than in a real gang. Service
oriented college fraternities/sororities? Many young adults are in these.
