Let the frightened swimmer do his laps across the shallow
end of a swimming pool. That will satisfy the requirements
AND the boy.
Hopefully, the boy will be able to save himself from
drowning if that is required some day in the future.
However, it is not our business to add nor to subtact from
BSA. Therefore, let him do his thing where he feels secure.
