As others have already stated, the boy is DEFINITELY a Boy Scout. But, to
address your two concerns,
1. Looks to me as if the GSS is being followed pretty well (eye protection,
adult supervision -- the boy isn't wearing the "headphone-style" ear
protection, but I'd bet he has earplugs).
2. There's no implication of uniformed support of a "partisan political
group." He's a lone boy in a Scout uniform (i.e., he's ATTENDING the
convention -- and I know of no rule which says a boy cannot wear his
uniform to a meeting). Now, if there'd been a picture of Troop 2 providing
a color guard for the opening ceremonies, I'd be a bit more bothered!
