a big part of this program is "Do Your Best" and we have found that discretion
sometimes really is the better part of valor. We run the same way, however if
you really feel that this child is doing the best he can and has the ability
to complete his rank soon, allow him to continue to work on that rank.
Possibly do as we do - do not allow him to work on the next rank until he has
completed the existing one if he wishes. However we keep the final cut off
date as the beginning of school in the fall.
What this boy will learn by trying to (and hopefully) complete the
existing rank is multifold not only from you in terms of fairness, and
judgement, but from himself and his abilities.
