Having reviewed the requirements closely, I believe that the letter of this
merit badge's requirements can be met at camp--given the availability of a
few resources (library, small business center, telephone support, etc.)
However, I don't believe the intent of the merit badge can be met. This is
the kind of think college and university students spend a whole term doing!
OTOH, over my 25 plus years on camp staff I've seen some scouts turn some hefty
profits at summer camp! In any case, it's not one I would want to include
as an *earnable* merit badge for summer camp.
