You need to talk with your SE, and quickly. You are correct in concluding
that the district advancement chairman is adding requirements to the Eagle
rank. Nowhere is it written that a position of responsibilty needs to be
filled before the Eagle project, much less during the 6 months immediately
before the project. Nowhere are the number of hours for a project specified.
And, as has gone the rounds in this group many times, active means being
registered as a scout. Nothing more. Nothing less.
If your son wants to make the Eagle rank (as contrasted with you wanting your
son to make Eagle rank - I'm sure you appreciate the difference by now), he
needs to work on that final merit badge. Have him get a blue card from the
SM. SM won't give him one? Go over his head to the DE, thence to the SE.
Keep detailed notes of your conversations with each.
Ditto with the project. Start planning now. Submit to troop committee for
approval. If not approved, find out why. Fix, if possible. Submit to
district advancement committee. If rejected because of number of hours, make
them put that reason in writing.
IOW, plan on appealing the rejections all the way to National.
Nothing that sez a scout can't choose band/key club/sports over the troop and
not become Eagle.
