Doesn't the requirement say to be active in the den for six months after
completing 4th grade or turning 10? Thus, any Webelos could qualify at age
10.5, couldn't they? The original post noted that all of the boys would be
10 by December of the 4th grade year. Wouldn't they all be eligible for the
Arrow of Light no later than June of the 4th grade year, or right after
completing 4th grade?
