WEBELOS AOL Requirements

I have a question on Ed Schmitt's information on the new WEBELOS
Handbook. It was stated that in the persent and future WEBELOS book a
boy could not get the Arrow of Light in the fourth grade because the
requirement reads as follows. Be active in your WEBELOS den for at least
6 months since completing the fourth grade. I have a 1992 printing of
the WEBELOS book and it states the requirement this way: Be active in
your WEBELOS den for at least 6 months since completing the fourth
grade(or for at least six months since becoming 10 years old), and earn
the WEBELOS Badge.
I think you can earn the AOL as a fourth grader, unusual as it may be.
For example, a boy must repeat the fourth grade due to poor grades etc.
in school. I do not think we should hold back his scouting activities.
He should be allowed to receive the AOL and move on to Boy Scouting. I
do think it would be unusual but not aganist the rules or requirements
to receive the AOL. What are the feelings of the rest of you on this
