As a DE we were told to figure about 33% losses in Boy Scouts every year
and 25% in Cubs, although those numbers are a little high for most
units. Like most goal planning, it tends to be somewhat conservative.
Most years my districts averaged about 20-22% losses. Ten percent in a
Troop is excellent, especially if you can do it twice.
The secret has always been quality program run by good leaders.
