Those are SKILL AWARDS! We had 'em when I was in Scouts in the
mid-70's. I'm not sure when they were started (maybe early 70's?),
but they were eliminated from the program in 1989.
They were "instant recognition" for the Tenderfoot, Second Class,
and First Class requirements. I was Scoutmaster of a large troop in
1989, and we had a pretty good stock of them, so I still have a
bunch of them (some still in the 6-packs) from when they were
