In my District, Arrow of Light is presented at a ceremony performed by OA. OA has three or four a year, one of the largest being held after the closing campfire at Webelos Woods. Packs can present AOL themselves, but the OA ceremony is the most popular. Crossover ceremonies are separate and held by the pack, hopefully in conjunction with a troop or
troops that the Webelos are joining.
I thought that the Arrow of Light ceremony was a standard ceremony presented by Order of the Arrow, and that everyone did it this way. Guess not, huh? ;D
