I'm not an expert but that never stopped me! It is true that Craig would
neet council(s) certification to be an official merit badge counselor,
but that would not restrict a scout from taking his "merit badge course
through Email". It cold be an excellent source of information and
learning about the subject.
I'd recommend that Craig direct his attention to adult leaders and MBCs
(which, if you read his first line, he appears to be doing) who can
review his "course" and decide whether it would be suitable for a Scout
to use. The assigned MBC - who might be great at genealogy but have
neither the time nor the inclination to teach - could then review the
