There is a document from National that describes the function and
responsibilities. Unfortunately, I don't have it handy and won't be
able to get at it for at least a few days. In general, an IR is
supposed to promote international Scouting activities and fund raising
for World Scouting. The document does not go into as much detail on how
this should be accomplished and all what should be done as it could.

IRs receive information from National on World Scouting on at least a
quarterly basis. The information received, however, is no where close
to what is really available if someone actively looks for the
information. And Yes, there are many individual Scouters who know more
about international activities and World Scouting than many IRs.

Each IR is appointed by professionals in their council. The actual
professionals who really make the decision seems to vary from what I've
seen. And, the criteria for selection seems to vary greatly. The
professionals and board members in some councils seem to view this is a
prestigious award and do not necessarily give it to the person who could
best fill the job. Other councils seem very dedicated in trying to get
the right person for the job.

An International Representative is a volunteer position. It may be
filled by a professional, just as many other volunteer positions are
filled by people who work for the Scout office.
