You should have pack loyalty, but only to a point. If you put the pack before
the boys, you may end up losing them. If you feel that you have made every
effort to improve your pack, and the leadership is not interested, then IMHO
you are entitled to transfer (after all, the procedure is incorporated into
the application process). The purpose of Scouting is not to make a pack
leadership cadre happy, it is to deliver the promise to the boys, and if they
don't do it there, you need to find a pack that meets your needs. The boys
are what matters, not the adults!
