Webelos and AOL

When my sons were Webelos they finished their Arrow of Light fairly soon
then went on to finish all possible activity pins and some belt loops.
As I recall the requirement says they have to have a filled out Scout
application and they have to make visits to a troop or troops. It does not
say that as soon as they get AOL they have to move on to a troop. They can
stay in Webelos untill they are 11 if they want and it meets their needs.
10 1/2 and AOL is the earliest they can move in.
I would give the AOL he earned and let him stay in the pack working on
other activity pins untill he is ready or circumstances permit him to move
on. An LDS boy in a town pack would not move on untill he was 11 if he is
moving to a Church sponsered troop because the troop does not accept boys
untill they are 11 even if they have their AOL.
