The requirement for AOL is not to apply to a Boy Scout Troop. The
requirement is to fill out an application have a parent sign it and show
it to the Webelos leader. It would not be dishonest to fill out the
application. He can just keep it until he is ready to join the troop.
A crossover ceremony is not necessary for a Cub to become a Boy Scout.
If your Scouts have registered with a troop (and they should have
if they are attending the meetings) then they are Boy Scouts. The pack
should have held the crossover ceremony as soon as the boys wanted
to go into a Troop.
