Pack Loyalty ?

I belong to a Tiger Den that consists of 4 boys. Our den has gone to
the pack meeting all year long and we are on the verge of losing 2 of
the boys due to our pack meetings. The pack meetings are always
extremely disorganized, loud and usually the group is talking during the
ceremony or presentation going on. This is true for the boys as well as
I had mentioned this to a friend of mine and was saying I guess it was
just due to having a large group of boys instead of girls. Our den
makes their sons sit with them and not run around during the meeting.
Of course, these boys feel so punished :).
Anyway my question is this, my friend invited our den to attend their
pack meeting as guests because she said her den wasn't like that. The
cub master had control of the meetings and when they got out of hand, it
was taken care of immediately. We will be attending at the end of
But if we are really impressed with this pack, can a den transfer from
one pack to another? Does this cause a lot of problems?
I had voiced my concerns to the cubmaster previously, she hadn't been
real responsive until the blue and gold. After that event, she told me
that our den couldn't transfer anywhere, we would just be staying in the
pack we were in. The other adults in our den feel she said this because
of our presentation at the banquet. Our theme was "Our Community" and
our table was TOTALLY decorated by boy projects and quite obvious, too.
We had incorporated all our decorations into Tiger Paw activities and
had worked on them for 3 meetings. The other dens decorations were
either all purchased or the parents had made them. They looked great
but you could tell the boys hadn't done them.
Oh well, enough venting, is it against the rules to transfer to another
pack? I am just not happy with the way I perceive scouting being
presented in this pack. I am extremely active in Girl Scouts and
everybody keeps telling me that Cub Scouts is just different, but if the
difference is like this, we won't be returning next year.
