What does the Counselor say? If s/he says the holding cell qualifies then
that's OK. Otherwise, what would they suggest? I know that we're not
supposed to allow changes in the requirements but I'm sure that in a case
like this, where it is not possible to complete it as written, some sort of
substitution could be made.
I don't know if this has come up here in town but we have a police officer
as counselor for this MB and I'm sure he would come up with something.
