The SM is the one who signs off on scout spirit. The requirement is that
the scout demonstrate those principles in his daily life.....but since the
SM doesn't observe the scout at home or school, s/he has little chance to
observe the scout other than at troop meetings and activities. In our
troop we have a "scout spirit" and "participation" policy that outlines
just what getting the respective requirements signed off will entail.
One of the purposes of the scoutmaster conference is to counsel the scout
with regard to these very kinds of problems. And of course, it needn't be
a negative experience for the scout OR the SM. There are lots of ways of
saying, "You know Billy, I've been observing you at meetings and campouts
and I think we need to help you learn how to be more ____________. Let's
see if you and I can come up with a plan and see how it works before I sign
off on this." Frankly, the SM should "approve" the scout going forward to
the BOR by signing off on these requirements.
