I'll resist the temptation to reply line-by-line, and address the

First, in a few instances I think your committee is adding requirements
for advancement. If you've read this list much, you know that Mike
will smack your fingers with a ruler for that. (Kidding, Mike!)
Seriously, you can't add a requirement for advancement, and some of
these rules do that.
Overall, my question is, why are you establishing these rules? It
sounds to me like it is strictly to make life easier on the adult
leaders. That's not why we do this Scouting stuff.

experience as some others here, but I have never seen, or even heard
of, a Troop where this was more than an extremely isolated problem. Are
you sure that someone on the BoR isn't imposing his or her
definition of God on the Scouts?
