I think the payment options really depend on what your staff situation is.
Do you have an overwhelming number of volunteers eager to do it. Why not
have them pay their share and lower the camper cost. Or is the district
scraping for essential staff like EMS and commissioner services, why not
raise the camper fee to Pay the staff for their time.
My district pays some positions (Admin, EMS, commissioners, food service.),
lets some in free (organizers of activities, presentations) and has others
pay (general staff, etc.) Many admin staff are satisfied with getting in
for free and decline the pay.
