Help on BOR go/no go

First some background:
We have some boys in the troop who have less than acceptable behavior at
meetings and campouts over several months. Two of the three boys have a
parent who is an SA. These boys have also been in repeated trouble at
school this year.
Now to the question:
How to deny rank advancement when they come up with requirements signed
off except Spirit and SM conference.
1. According to our SM "The Board of Review is to check on the character
and morals of the scout, that the troop meets the needs of the boy, and
help the scouts set goals." So the BOR should not pass the boys on
advancement and write out specifics that must be met in xxx time before
coming back to a BOR.
2. I feel the SM should not sign off on Scouting Spirit etc as
satisfactory thus stopping advancement. Explain to the scout why it is
not signed and write out specifics that must be met in xxx time before
hold another meeting with them.
Please help us on this as need something that will stand up to appeals!
