Sorry if I post this twice, I'm having some server problems...and it
seems like the scouts-l server is having some problems these days, too.

Steve and list,
I think their success rate can be argued with. It reminds me of the
saying, "Statistics don't lie, statisticians do." This Troop isn't
retaining 40% of a representative cross-section of Scouts, they are
retaining 40% of Scouts who (along with their parents) were willing
to sign on to this draconian document. In this light, perhaps 40%
isn't a very good number.
