Actually, I think that stating when a Scout may work on a Merit Badge,
i.e. "third year of the program," or in what year of the program a Scout
may advance to a certain rank, imposes a tenure requirement that adds to
the BSA requirements and is therefore "against the rules". You're
certainly right, though, that the rules of the Troop are exceedingly
clear and well laid out, so no one goes in blind. Also, did anyone
think about "boy led" when they read this?
