I've been involved in training in two districts, Mission District in San
Diego, and now Apple Valley district, centered around Wenatchee, WA.
I've never seen any requirement to wear a uniform at training. We have
a tradition that all instructors wear the complete uniform, but I think
it would defeat the purpose to require students to wear them. We open
our training to all adults, even those who have no relationship to
scouting, so they can find out what it's all about. They are always
surpised to find out that there is more to it that just going camping.
No, students being required to wear the uniform is counter-productive.
We do, however, encourage the idea, a much different thing.
