As a merit badge counselor must be approved, pursuant to National Advancement
guidelines, by the Council Advancement Committee in which the counselor
serves, he or she must be registered, as a MB counselor, in each council.
As far as "helping out a troop in a neighboring council" I would assume that
would depend on how much help is given. If serving an official position, ASM,
Committee member, etc., I would think he or she is forced to be registered in
the neighboring council because those serving official positions must be
approved by the troop's committee chair or Scouting Coordinator, or whatever.
That approval is made on a registration form and is sent to the council.
Hence the Scouter is registered in that Council.
